I think that HIVE-13788 is actually a backwards incompatible change. Before 
HIVE-13788 users could run msck without thinking about whether strict mode is 
on or off. After the patch, they could only run it if strict was is set to 
nonstrict. I'm not sure if that was done intentionally in HIVE-13788 or not.
