## Purpose of the PR The existing guides describe anonymous Arthas HTTP activation and a `0.0.0.0` bind default. Update English and Chinese documentation for the next release paired with [apache/hugegraph#2945](https://github.com/apache/hugegraph/pull/2945): - Server HTTP activation requires configured authentication and an authenticated administrator; Store HTTP activation returns `403`. - Diagnostics bind to loopback, and the shared offline `bin/arthas.sh` attaches to a running Server or Store without configuration edits or a restart. - Explain canonical snake_case options, legacy aliases, the shared Arthas version, and local helper commands. The behavior is explicitly scoped to the upcoming change so the current released packages are not described as already containing it. Coordinate both PR merges.
