Review Comment:
Important: a hangup during attach from an interactive bash can still leave
the agent running. Bash forwards SIGHUP and the kernel sends another. If the
second one lands as the HUP trap starts, this `wait` returns 129 at once, and
cleanup checks the port before loadAgent has bound it.

   Evidence: pty hangup 1.5 to 2.0 s after starting `bin/arthas.sh` from `bash
-i` left the port open in 5 of 56 runs (zsh: 0 of 25). There the helper prints
`Arthas listener closed at 127.0.0.1:<port>` and exits, and the listener binds
about 1.6 to 1.9 s later. With the change below: 0 of 40. Two SIGHUPs 60 us
apart to a `--command` run reproduce it in about 1 of 6 runs without a terminal.

Please keep waiting until the client is gone, for example `while kill -0
"$client_pid" 2>/dev/null; do wait "$client_pid" 2>/dev/null || true; done`,
and consider sending HUP twice in the existing group-signal case of
test-arthas-cli.sh.

Review Comment:
Minor: after the new no-listener hint, cleanup still runs and prints `Arthas
listener closed at` for the same endpoint. An operator who has just read that
an API agent may be on 8562 can take this to mean that agent was stopped. It
keeps running.

Evidence: agent attached on port A, helper run with `--telnet-port B`:
stderr shows `Error: no Arthas listener at 127.0.0.1:B; ...` and then `Arthas
listener closed at 127.0.0.1:B`. rc=1, and port A is still listening.

Please skip stop_agent on this path, for example `rm -f
"$state_dir/validated"` before `exit 1`, and assert in the test that the second
line is absent.
