Review comment:
Nit: The value here looks like i was copy pasted. Should maybe be
`BanUnrelocatedAssertjUtilClasses`?
If we're looking to only ban the guava ones, maybe `illegalClasses` needs to
be more specifc to `org.apache.arrow.util.Preconditions`?
