Review comment:
This has a slightly different behavior now and i'm not sure the name or
the doc match. If I follow this correctly we return
1) The Oldest Ancestor before a timestamp
2) If no such ancestor exists, just the oldest ancestor
3) If no snapshots exist null.
What is the difference between 1 and 2 here? Shouldn't 2 always return 1 if
possible?
