It's quite simple, except it's never been done before :) 

Moving DIH from contrib to an ASF hosted package zip won't require deprecation 
as it's just a different distribution method.

I'm not against Erick's proposal of marking DIH as deprecated in 8.5 without a 
hard 9.0 removal threat. I think rather we should commit to shipping DIH for at 
least, say, 9 months, or until a transition has happened, whatever comes first. 
That will both calm users and at the same time set a reasonable deadline for 
someone to step up. The 9.0 release may happen in 3-4 months from now and 
that's not enough notice IMO.
