I think that of all of the steps, step 4 is the critical one.   

I suspect that people who *might* step up for DIH probably don't really know 
Solr code very well, and so expecting someone new to do the conversion of DIH 
into a plugin is probably unrealistic.  I'd love to see someone who really 
knows the plugin package architecture to do that conversion, which would also 
be a great confirmation that it's robust, as it would demonstrate adding new UI 
features, new libs, etc.  Plus have a public example that others could model 
their plugins on!   

Then the rest of the steps could all happen, and folks who depend on DIH won't 
feel like the rug was pulled out from under them.
