Unless you have a _lot_ of leaders on a single node, the whole REBALANCELEADERS
thing is unnecessary. There isn't actually much work a leader does other than
forwarding update requests to the followers, the leader is not involved in
queries at all for instance... The use case was one where there were 100+
leaders on a single Solr node. FWIW...
I'm not enthused about including that in the UI because it's such a red
herring...
