Ok I changed it to false. @michael-o If you mean the [MojoAnnotationVisitor ](https://maven.apache.org/components/plugin-tools-archives/plugin-tools-3.0/apidocs/org/apache/maven/tools/plugin/annotations/scanner/visitors/MojoAnnotationVisitor.html) it certainly would make sense define some reasonable default or fallback value.
