This has been addressed in the 4.0.0-beta-2 milestone via two merged PRs:
- **#527** — exposes the `changeDetection` enum parameter at the mojo level
(replacing the binary `overwrite` boolean), with values `ALWAYS`, `NEVER`,
`CONTENT`, and `TIMESTAMP`
- **#535** — documents and tests per-resource `<changeDetection>` overrides
Users can now configure a change-detection strategy per `<resource>` block,
which covers the requested use case:
```xml
<resources>
<resource>
<directory>config/runtime</directory>
<changeDetection>ALWAYS</changeDetection>
</resource>
<resource>
<directory>${h2.db.dir}</directory>
<changeDetection>NEVER</changeDetection>
</resource>
</resources>
```
