`maven-filtering` now supports a per-`<resource>` `changeDetection` strategy
(alongside the existing request-level one), so each resource block can
independently declare `ALWAYS`, `CONTENT`, `TIMESTAMP`, or `NEVER`.
The next step is to expose this in `maven-resources-plugin` so users can
write:
```xml
<resource>
<directory>config</directory>
<changeDetection>ALWAYS</changeDetection>
</resource>
```
A PR adding that mapping in `newResource()` / `ResourcesMojo` and the
corresponding IT would close this issue.
