Both default to false, so existing builds are unchanged. `excludeOptional` uses `Artifact.isOptional()`, which also covers the project's own optional dependencies (the MDEP-661 case); `excludeReactor` reuses the reactor filter that go-offline and resolve-plugins already use. Fixes #1023, fixes #1097, fixes #1025.
