I think we should deprecate "_used" because it starts to gets confusing with
oversubscription. We should call it "_allocated" instead.
Regarding metrics, lets just add *_revocable_* ones for now. The "_overall_"
sounds a bit weird and "_regular_" looks like a duplicate of the current
metrics.
The state changes LGTM.
