Actually, I wonder if there is a better name than "allocated" here because in
the master there are many components/concepts related to the word: allocate,
allocator, allocated which refer to the resources offered to frameworks and not
what the frameworks "ask for" for their tasks.
I do understand that we want to distinguish what we call 'used' here from what
the physical resources that tasks *consume*.
