I still think the controller service ids part is working correctly based on the
current design (using name + type). The externalServices section of a flow is
populated at the time the the snapshot is saved to the registry. So when saving
resuables v1 to registry, if reusables is inside of tenants and the services
being used are the tenants services, then the externalServices section of
reusables v1 will have the ids and names of the tenants services (the ids are
really meaningless). When resuables v1 is imported inside some other parent PG,
it will look for services with the same name and type as the tenants services,
if they are there they will be selected, if not they won't be.
Your last screenshot is a completely different issue... if a nested process
group that is under version control is missing, what would you expect to happen
when importing the parent? if we let it proceed, there would be a whole part of
the parent flow completely missing, and it could have had connections going
into it which couldn't be made. It is basically unusable if the entire thing
can't be resolved.
