That is about it.
Trying to resolve the controller service by name should only happen when 
importing the inner PG for the first time in any outer PG.
After that it is up to the flow developer to resolve any issues.
The inner PG service controller settings the flow was originally stored with in 
version control,
should not matter anymore once the outer PG has been stored in version control.
I assume the outer PG should keep the adjusted settings of an inner PG,
if those inner PG's settings are outside of version control for the inner PG.
Does that make sense ?
