The information that reusable_flow_R was configured to use controller service
with identifier T123 is lost at this point, i.e is not stored in the registry.

I don't see why this is a problem. The identifier of the service is really
irrelevant because it is a local id to the current NiFi instance that will
never exist in another nifi instance. We could actually replace it with some
fake placeholder id on save to registry if we wanted. For example we could have
saved the snapshot to registry like:

This would import fine because all it is doing is looking for a service in the
parent hierarchy that matches the name of "resuables_avro_writer" and a
matching type/bundle of the required service type.
