I guess I should re-phrase that to assume that the singleton exists within
TLSSocket ( it's part of core, if only because it pre-dates extensions ), and
then allow initializers to be chained maybe in some order that Curl relies on
OpenSSL? So that if curl isn't built, TLSSocket still calls that same
initializer? It may mean that initializer changes to support the same model in
this PR.
