About the documentation: what you describe is how curl used to work, but if you 
see the caveat under CURL_GLOBAL_SSL "This flag's presence or absence serves no 
meaning since 7.57.0. The description below is for older libcurl versions.". It 
might not be completely clear, but also see this description, referencing the 
commit where the change was made:

I can not interpret neither the description nor the code any other way than 
that curl now unconditionally initializes the SSL backend.
