 Review comment:
   I don't believe we wish to support tlsv2 for incoming connections ( but with 
backwards compatibility of v1 and v2 ) on outbound connections if memory 
serves. 
   
   @alopresto  @thenatog  can provide a better answer here. Andy and Nathan, 
should we make an effort to limit the versions we support and if so to what?
