These strike me as the main 3 possibilities: (1) Move the top table edge upwards if there are "empty" (eoln only) lines above the table. Don't expand it into text. (2) Move the top table edge upwards, even if there is text there, and "relocate" the text to beneath the table. (3) Move the top table edge "upwards" by expand the table downwards.
