Can Writer open "Single OpenDocument XML Files"?

I am the author of
https://addons.mozilla.org/en-US/thunderbird/addon/addresslabel/
An OpenDocument file either consists of a ZIP archive or a single XML document.
I see a number of advantages to create a single document.
LibreOffice does open the attached odt file, OpenOffice does not.
Is OpenOffice Writer supposed to read Single OpenDocument XML Files too?
How does a Single OpenDocument XML File must be formatted for OpenOffice
Writer?
Can you send me an example?
Is it correct that OpenOffice does not create a single XML odt file?
