There is enough in these comments to make it clear that the feature is NOT currently available. For some uses, what OO has is enough, for others it is not. There is a lot of whining about unclear requirements, well, there are plenty of clear requirements in here. Leaving aside accusations of MS-loving or MS-hating, the outline mode in Word does a bloody good job.
