I was unable to reproduce this bug on a fresh install.

Title: Broken "Move Up" and "Move Down" paragraph shortcut (CTRL + ALT + UP /
CTRL + ALT + DOWN)

Description: After following both the steps given in the initial report and the
currently listed report below, I was unable to reproduce the bug.

Version: 4.1.2 AOO412m3 (Build:9782) Rev. 1709699
OS: Windows 8.1 Pro 6.3.9600

Reproduction Steps:
1.  Perform fresh install of OpenOffice.
2.  Open Writer.
3.  Write two sample paragraphs in the blank document.
4.  Click anywhere within the first sample paragraph.
5.  Press Ctrl+Alt+Down.
6.  Validate that the first and second paragraphs have switched place, moving
the cursor along with it.
7.  Press Ctrl+Alt+Up.
8.  Validate that the first and second paragraphs have again switched place.
9.  Repeat 4-8, but moving the second paragraph instead of the first.
9.  Navigate through Tools > Customize > Keyboard.
10. Validate Ctrl+Alt+Down is associated with Move Down.
11. Validate Ctrl+Alt+Up is associated with Move Up.

Sample paragraphs used:

"Paragraph A" and "Paragraph B"
"Paragraph A" and ""
Lorem Ipsum and Lorem Ipsum with a tab at the start to tell the difference

Severity: Low

Resolution: Could not reproduce bug.
