Title:  Troubleshoot "Move Up" and "Move Down" error using shortcut keys - CTRL
+ ALT + UP and CTRL + ALT + DOWN

Description:  After following the steps issued by the current report, there
appears to be an initial error with the key commands specified in the title. 
When comparing the same keys to the default shortcuts, they appear to be the
same.  However, this problem only occurred once upon attempt.  Post the first
attempt, I was not able to recreate the error, as it no longer occurs on trial,
even after restarting the program. 

Status:  Unconfirmed

Reproduction Steps:
1) Open Apache OpenOffice 4.1.2
2) Select “Text Document”
3) Write a few lines of text in text field
4) Use keyboard shortcut CTRL+ALT+UP or CTRL+ALT+DOWN on current cursor
position (with text)
5) Verify shortcuts are set by default by going to Tools>Customize>Keyboard
6) Click “OK”
7) Repeat step 4
8) Highlight more than one line of code
9) Repeat step 4

Severity:  Low

Customer Impact:  Low impact

Resolution:  Issue was replicated upon first run, but not on follow up runs.
