Description: After following the steps given, I was unable to reproduce the
issue in any case. I tried restarting writer, as well as creating new documents
but found no issue with the move up and down command. I tried the steps with
and without highlighting the text but found that it made no difference in
whether the text moves with the cursor.

OS: Windows 10 Home x64
Processor: AMD A10-7400P Radeon R6, 10 Compute Cores 4C+6G 2.5 GHz
Graphics: AMD Radeon R6 Graphics

Reproduction Steps:
1  Open Apache OpenOffice 4.1.2
2  create a “Text Document”
3  type a paragraph with 2 lines of text
4  hit enter
5  type a paragraph with 3 lines of text
6  move cursor to first line of second paragraph
7  use keyboard shortcut CTRL+ALT+UP
8  notice that the paragraph moved with the cursor as expected
9  use keyboard shortcut CTRL+ALT+DOWN 
10 Highlight more than one line of code
11 Repeat step 6-9

Severity:  Low
Resolution:  Issue was not replicated.
