Would like to understand the new state 'not an issue'. 
What else is it if a software product can't be used? 

I can not provide a screenshot but I can provide other details: 
== OS details entered in the ticket (Windows 7 Home 64-Bit) 
== Overall reason for non-functional installation was that I extracted the
files to a different location than the default one (windows desktop). 
== Moving the bunch of installation files to the default location at the
desktop resulted in a working installation. No more complaints about missing
dll. 

So in my environment the installation does not work if the files are not
extracted onto the default location, but are started from a different folder
(e.g. Downloads). 

To reproduce this ticket simply extract the installation files into another
folder than the Desktop.
