It is not part of Open Office. But there seems to be cases existing when this File gets corrupted it affects Open Office beside other Programs. However this sie is not here for helping on issues outside of the OpenOffice Code. Thats why it got the "Not an Issue" resolution. I would turn to a Windows OS centric side, and Ask there for help. The simplest solution is always to reinstall Windows from the scratch. But that might be not an acceptable solution for you. Good Luck and heads up.
