Thanks for the comment and the effort spent on this. 

As I listed in Comment 2 I found a way to repair the installation so that OO is
able to start again (despite the startup failed before with this missing
cpu3.dll message). 
In the light of your comment it seems to me that the cpu3.dll of the system
never went away, instead that the installation (of OO) running from a different
than the default location caused the problem. Further it seems to me that the
root cause of it hides behind this somewhat misleading message. 

Is it possible on your side to reproduce the behavior I have seen with the
steps suggested in Comment 2? 

To reproduce (on Windows 7 64-Bit) ... simply extract the installation files
into another folder than the Desktop and start the installation by running
setup.exe
