As discussed previously in RATIS-2296, there is a valid reason why we might
need an intermediate Raft group with even number of OM or SCMs (e.g. during OM
/ SCM migrations). Restricting OMs and SCMs to 1 or 3 will cause OM and SCM
migration impossible.
