Is this requirement only for intermediate scenarios? The reason for creating
this Jira is a comment given during adding HA support in the helm charts for
ozone:

The idea is simply to add a validation initially for the usual requirement for
the number of OMs or SCMs. It won't be a continuous restriction. If there is no
special benefit to adding this, I'm good with not implementing the jira.
