That is currently our use case, there might be more cases in the future (e.g. 5
OM is still valid since it's odd).

I think we can start by adding some logs when the detected number of OMs and
SCMs are not odd. The main point is that we should not disallow user to create
a OM/SCM service with even numbers of nodes. IMO, Ozone admin should generally
be well-aware that setting even number of nodes are not recommended.
