## What changes were proposed in this pull request?
Refactor the `DefaultReplicationConfig` class to eliminate duplication and
make it easier to use.
* reduce number of constructors
* move factory method for proto conversion from `OMPBHelper`
* expose underlying `ReplicationConfig`
