I don't think there is a solution to this problem as it stands. If the
containers are missing, the blocks cannot get deleted, and SCM cannot keep a
list of blocks to delete forever.
We need a design for orphan block cleanup, likely driven from Recon to remove
any missed block deletes, but also clean up orphan blocks, perhaps EC abandoned
stripes etc.
