Closing. When the start timestamp falls in the expired part of the history, the table state at that time is unknown, so returning the full end state reports every row that already existed as a new insert. That turns the diff into a full table read and makes it disagree with delta and changelog mode, which only return changes from retained snapshots. #9234 limited the full read to the case where snapshot 1 is still retained, because only then is the table provably empty at the start.
