Also hardened REST handling to match the sibling procedures (create_branch / rename_branch), where this was raised: `delete_branch` built a filesystem `BranchManager` for REST-catalog tables too, so it would drop the physical branch directory while the catalog still listed the branch. It now refuses REST-managed tables before deleting anything (the Rust REST catalog has no branch-drop endpoint yet).
