One thought is... We could keep an HBase "small" scan open. These are client
managed, i.e. the HBase client's scan object remembers the next key to scan and
passes it down with each request and HBase reseeks each time. Still can't have
an OFFSET clause with a fixed number, but we could define a CURSOR that way
(but only one client would know about it, and we'd need to hold on to the scan
object across requests).
