I do notice that what testUpgradeAttempted and testMigrateToSystemNamespace
test is already tested in testMigrateToSystemNamespaceAndUpgradeSysCat; and so
we could remove the former two.
They account for about 160s out of the total 720s run time on my box. (But I
don't think we want to worry about less than three minutes of test run time.)
