Right. It does what testMigrateToSystemNamespace does plus the upgrade testing.
Perhaps this test cannot be sped up. It is, however, now the slowest test we
have, so it's worth trying.
(If we're lucky on the Jenkins VMs I have seen 1h45m runs. Even on slow/busy
VMs it easily finishes in under 3h. It's worth speeding up the slow tests.)
