I haven't worked on this test. testMigrateToSystemNamespaceAndUpgradeSysCat
sets the _setOldTimestampToInduceUpgrade_ flag to true, so I think this is
testing the upgrade code path as well.
[~ChinmayKulkarni] might know how to speed up this test.
