I was trying to decide if this jira, PHOENIX-5366 and PHOENIX-4810 are blockers
for 4.15/5.1. They require some amount of work since we are moving new
functionality to the client while we still have to maintain b/w compat with the
old clients.
I haven't had time to test the splittable system on a real cluster to see if
the server to server rpcs end up issues for our use cases.
