If catalog creator do not want to rely on default and global Polaris service keys and want dedicated keys for each catalog, adding this in factory could be useful. No ? - Security pattern like not putting all eggs in one basket - Also onPrem S3 buckets can been managed with security pattern where administrators are generatings different keys for each s3 user associated with some buckets (I have this case in my company, considered as secutity segreggation pattern).
