### About the change
Add support of cockroach DB in relational-jdbc persistence
There was pr long ago :
- https://github.com/apache/polaris/pull/2485
seems like the author got busy, all pending was to testing it E2E with
cockroach with all the integ tests along with making it work with schema
evolution logic.
