[~szetszwo] I have finished the code of ratis, and make a test when ozone has 3
datanodes, and leader's distribution is balance, you can find the "Leader
Count" metric in the following image. I will submit the PR.
1. When 3 datanodes have 9 pipelines, each datanode has 3 leaders.

2. When 3 datanodes have 10 pipelines, datanode has 4, 3, 3 leaders.
