[~szetszwo] I have finished the code of ratis, and make a test when ozone has
72 datanodes, each datanode participate in 6 pipelines, so there are total 144
pipelines. The result is each datanode has 2 leaders, there is no exception, so
we achieve the balance of leader distribution. you can find the "Leader Count"
metric in the following image. I will submit the PR.
