I am including this metric as part of HeartbeatMetrics, which was added by
[~avijayan] via RATIS-651. Will rename HeartbeatMetrics to RaftGroupMetrics so
that it becomes an umbrella for various metrics specific to a Raft Group -
various leader-follower relationships. For example, heartbeat tracking OR
tracking the lag in log indices between leader and followers as mentioned in
the Description of this jira.
