Changed as per review discussion, added Metric gauges each of which simply
tracks the commit index of a peer.
The commit index metrics are still retained as part of leader state.
[~shashikant] please note that in patch 003,
HeartbeatMetrics.java is listed as a deleted file
RaftLeaderMetrics.java is listed as a created file
This is actually a rename with modifications.
