Although I like the name "modules" (my idea originally), I would like us to 
consider the name "packages".  Our package management system is evolving, 
granted, and the code currently in contribs have not yet adopted that system.  
Nonetheless I think they will eventually, and at that time, we'll feel like the 
more obvious name for this directory will be packages and it'd be confusing to 
call them modules as it'll be yet another word/concept.  Even as that time 
drags on without traction and perhaps inevitability in question, I think it can 
still be a reasonable name today.  We can choose to say that the word 
"packages" is a concept, that is implemented in two ways: "unmanaged" style, or 
the newer "managed" style, or perhaps we might prefer other such words of our 
choosing.  This discussion isn't simply about a directory name, it likely also 
should be the very same name at the CLI in the linked SOLR-15914.  "packages" 
is more future-proof.
