I'm not really sure we 100% need to have 1 name for both things, because they
are inherently different. When I ask myself what a contrib, or a 3rd party
add-on like yasa, is, I do not think "Oh it's a solr package". They are
modules, or plugins.
The Solr package manager manages packages, that contain plugins/modules. I'd
honestly be +1 to renaming the package manager to the plugin/module manager if
having two names would be confusing.
Also having {{solr/packages}} and {{solr/packaging}} would be pretty confusing
IMO.
