I think it can cause a bit confusion, as "package" in solr setting is 
synonymous to the package manager, and we're obviously not going to get the 
full 1st party packages stuff ready by 9.0, thus "modules" is a more fitting 
term, and a module can also be a package once we start adding manifests to it. 
Users will then be able to "bin/solr package list-available" and see them all, 
without worrying about them being loaded from "modules".

For 9.0.0, when we do SOLR-15914, users will have a super simple way of 
starting solr with a set of modules, without having to "install" a thing.
